Mr. Xiaoqiang QIAN is a partner of Haiwen & Partners based in the Beijing office. Mr. Qian is specialized in antitrust and competition law, as well as IP related dispute resolution. Mr. Qian has expertise in high-profile and complex antitrust filing, investigation and litigation and has a wealth of experience in handling cases in the intersection of IP law and antitrust law.
Mr. Qian joined Haiwen in July 2021. Before joining Haiwen, he worked for another large domestic law firm. Earlier, Mr. Qian served in various departments of the Chinese Ministry of Commerce, including the Anti-Monopoly Bureau, and worked in the Economic and Commercial Section of the Consulate General of the PRC in New York for three years.

● Represented Cargotec Oyj in connection with notification of concentration of undertakings in respect of its acquisition of Businesses of TTS Group ASA and obtained conditional approval from China State Administration for Market Regulation (the transaction involves horizontal concentration between Top 1 & Top 2 players in the global marine and offshore market)
● Represented Yunnan Energy New Materials Group in connection with notification of concentration of undertakings in respect of its acquisition of Suzhou Jieli (the transaction involves horizontal concentration between Top 1 and Top 2 players in China market of lithium-ion battery separator by wet process)
● Represented Sharp Corporation in connection with notification of concentration of undertakings in respect of acquisition of Sakai Display Products Corporation

Mr. Qian has been highly recommended by Legal 500’s Asia Pacific Guide in the area of antitrust and competition law in 2020, 2021 and 2023, and has also been highly recommended by Chambers Greater China Region Guide 2024 in the area of competition/antitrust. Mr. Qian is an expert member in the “Antitrust Expert Pool” in Beijing and a part-time lecturer at the School of Juris Master in China University of Political Science and Law.
Mr. Qian obtained his Bachelor degree in International Politics and Master degree in International Law from the University of International Relations, and received his Doctoral degree in Economic Law from the University of International Business and Economics.
Mr. Qian’s native language is Mandarin, and he is fluent in English.
